The Government of Saint Lucia has engaged the services of Local Partnerships to undertake a thorough review of the Saint Lucia Fire Service.

Local Partnerships (LP) is a joint venture between Her Majesty’s Treasury of the United Kingdom Government and the Local Government Association. LP brings a wealth of experience to this exercise, through its work in the Public Service of the United Kingdom and the support it has provided to several non-UK governments.
The British technical assistance for the reform of the Saint Lucia Fire Service is the result of a request for assistance from St Lucia’s Prime Minister Dr. Kenny Anthony to the Resident British Commissioner in Saint Lucia.

Among the activities to be undertaken by the British Team are:

Conducting an assessment of the organisational structure of the Saint Lucia Fire Service and recommend on the optimum structure and configuration for a modern, efficient Fire Service

  • Review current Human Resource policies and procedures
  • Provide a commentary on existing employee relations
  • Recommend policies that will ensure equality of treatment and non-discrimination of officers
  • Review the Fire Service Act
  • Evaluate the efficacy of maintaining the Ambulance Service
Over the next few weeks, the Local Partnerships team will undertake a thorough review of pertinent data and documents and conduct site visits to Fire Stations, hospitals, the Air and Sea Ports and the Fire Service Headquarters.

They will also engage senior management of the Fire Service, the Fire Service Association, other Trade Union representatives, senior government officials, and civil society agencies.
