National Security Minister Hermangild Francis believes that relations between St Lucia and the United States will be restored when the Government moves on its commitment to address the IMPACS report.

Since assuming office Francis has indicated that he has read the report and that the government intends to set up a commission possibly consisting retired judges to bring closure to the IMPACS matter.

Accusations of extrajudicial killings on the part of the police surfaced following a police campaign dubbed Operation Restore Confidence which took place between 2010 and 2011

An investigation into the claims opened following a decision by the United States to withdraw financial and technical assistance to the RSLPF. But the IMPACS Report has been a lingering controversial issue for St.Lucia.

Francis updated the press on the situation prior to a cabinet meeting on Wednesday.

Despite several promises to address the Impacs issue by the previous SLP administration and now the United Workers Party government, the issue remains unresolved.
