Dame Pearlette made the call earlier today while delivering the Throne Speech in the House of Assembly.

This, she says, requires an in depth understanding of what of what the challenges are.

She has called for St Lucians to wean themselves off a culture of entitlement and become winners in a culture of personal responsibility.
